After G.W. was elected but had not been sworn in, neocons at the American Enterprise Institute put on a symposium on U.S./Israel relations. There was considerable gloating that Clinton type pressure would now end. After all, Israel knew best how to resolve issues with the Palestinians, and when Perle, Wolfowitz, Libby, Abrams et al moved into senior positions in the new government, they certainly took the actions necessary to prove the point. While they were at it, they also had the opportunity to help shape Iraq policy, with the expectation that intervention here would be a winner. (Bill, I am trying to be sarcastic, so no compliments for these observations, please).
