I recently read that an American Jew had gone to Israel. He became a settler on the west bank. While there, he was shot and killed by the Palestinians. The family later sued in U.S. Courts seeking penalties against the Palestinian government for $30 mil. Can you help place this in context with the current issues about suing in American courts for events that happen outside the US. Thanks.
