1. Assigning "blame"--no matter how both protagonists would love to see it assigned to the other side--is not the way to get people to try and work things out. 2. If blame IS ever assigned, it is (in my opinion) MUCH more likely to be assigned "implicitly"--by actions that are taken--or not taken.
