1. The fast-track deport now, appeal later aspect. A person of limited means may quickly find himself transported to Gaza or beyond, with no means to return, nobody to appeal to, and nowhere to go. 2. Another tool of cleansing. Recall around 2002, Operation Defensive Shield targeted, among other things, Palestinian administrative facilities and civilian records. Now this military order makes it easier for IDF to tell Palestinians, for arbitrary motives, "you do not belong here in the West Bank. You have no records to justify your presence here. You must leave." A fair implementation would give the target of detainment or deportment a chance to appeal prior to removal, and would honor credentials from Palestinian authorities, and vouchers from locals to establish long term residence's right to remain in place. Bad enough that the IDF prevents Palestinians from moving about freely, now they can't stay still, either!
