Politicians have a tendency to build monuments for themselves. Most of the Jordan River water is taken by us. The biggest amount of it goes into agriculture. There we produce products like bananas and cotton that could be bought much cheaper at the world market. Instead we use the water from the Jordan and hire workers from Thailand. I think this water could be saved. If this is not possible then as S wrote the cheaper but less prestige?s alternative is a pipe from the Mediterranean Sea.
