There is no blanket policy on prisoner releases, in some they are released early in others they are not. As for the palestinian terrorists, if they are responsible for mass murder such as Bargouti or murder an Israeli cabinet minister like Ahmed Sadat then they won't be getting a get out of jail free card. Some terrorists are used as political bargaining chips the way Hamas kidnapped Gilad Shalit to use as a bargaining chip.Prison is designed to be a punishment which create a feeling of despair not a 5 star hotel and .Trying to compare a terrorist in jail for murder to the families of the Malasian Airline is insulting to the families. The relatives of terrorists know where they are held and can even visit. The relatives of the victims of the lost plane will never see their family again and unless the wreckage is found they won't even know where they died, that is no hope & despair.
