Perhaps there is some "understanding" with Britain which required notification, or perhaps Israel feared an angry response and trouble as when New Zealand realized Israel was faking passport. But consider the larger picture: 1. Mossad used (and risked) ELEVEN, if not 17 agents for a simple assassination job. Clumsy in the extreme in planning, and not worthy of any professional organization. 2. Mossad stole identities of 7 Israelis (the 6 "Brits" and 1 "German"), putting them at risk in the future and definitely an illegal act which payments and apologies will be required. 3. So far, 11 Mossad agents have been recognized (by their pictures) and had to flee from their regular assigned jobs (probably in Europe). It takes time to train such people, and now they will effectively have to be retired. 4. All this for an unworthy subject. The Hamas target was organizing weapon purchases from Iran, but this does not require exceptional talents since the Iranians r very willing suppliers
