Israel's Shin Bet was just officially put out of the torture business only a few years ago. There are credible allegations in the Israeli courts it still takes place. At its founding, the US not only had torture, but outright slavery. Torture and rape of slaves was common in many places and was not illegal. We had so may states because being "fractured" was the nature of the country. We have no state religion because Marylanders were Catholic and Bostonians were decidedly not. Nutmeggers couldn't stand Carolinians for the most part. They compromised and agreed to count black people as 3/5 of a person. Israel appoints judges. Many US judges are elected. Both can be parts of democratic systems. You are very narrow in your thinking.
