it is false to claim that the rabbinate decides who is a "jew." the rabbinate does not have the authority to determine who is eligible to make aliya under the law of return. as the author himself acknowledges, reform and conservative convertions are accepted for purposes of the law of return per decision of the high court of justice. hence, it is the court who decides matters of immigration, as is the case in all democracies. the orthodox rabbinate's decisions have an adverse effect mainly on those who live in israel who are not considered halakhikalli jewish and who have no access to foreign conversion courts. the reform and conservative movements must establish conversion courts in israel. they should then bring the issue to the high court.
