The conditions for peace talks are eminently reasonable. Hamas, which is listed as a terror organization by the EU, has won elections, and therefore must assume the responsibilities of a government. If they are not able to assume such responsibilities, they should resign and let others do the job of governing. Hamas cannot be in the government and expect to be recognized by the world community while maintaining itself as a terror organization. The conditions of the Quartet cannot change since they reflect the principles upon which international norms are built.
