"Legitimate owners have the right to use that land as they see it fit" They're not citizens of the entity to whom the territory belongs, they don't. Private, corporate or institutionally owned land is not territorial SOVEREIGNTY. E.g., Japanese companies own land in other countries, the land is not Japanese Sovereign territory. Education is a wonderful thing, you should try it.
