It is almost unfair to expect a religious country to move at the speed of the rest of the Western world no matter how badly you want it to. NY has only just now approved gay marriage but you are asking a religious nation to openly accept that it's immigration laws will be open to any "partner" of an immigrating Jew? I don't suggest that this is not a reasonable request but the Interior Ministry has been surprisingly flexible, even recently granting citizenship to the non-Jewish and non-married partner of a dead man. Welcome to the Middle East, change takes time.
