As emissaries of the state, authorised by the state, to engage in negotiations that might be true. But to travel on their own as an expression of solidarity with a country that is still technically at war with Israel is an act of treason. Other articles I've read have said that they described Syria as "their ally", and warned Syria that Israel might attack Syria at any time. This is hardly helpful.
