They are victims, to some extent, of Hamas policy and conduct. No sane person or government can reasonably think they can pour rockets into civilian population and meet with no response. What response can Israel mount that is effective other than arial boming, missles targeting terrorists and ultimately, if they want to clean out the vipers nest, a ground operation. Why I don't feel fully sorry for all of the civilians in Gaza is because they chose Hamas to be their government knowing Hamas's policy towards Israel. This is what Gazans voted for and now they are suffereing the inexorable consequences of their democratic franchise. Of course, there will be many who didn't vote for Hamas and children and others who bear no moral responsibility and hence are pure victims. They are victims of their governnment and the democratic choice made by their fellow Gazas. So too are the Israelis.
