    Sarah, you say: "we will be able to understand why part of the delegates refused to sign it" However, it should be made clear: The individuals and organizations who refused to endorse the Reference Document WEREN'T delegates. They were not delegated to come, they FORCED their way in explicitly against the parameters of the Forum. THE ORGANIZERS OF THE FORUM DIDN'T INVITE THEM. THEY WERE NOT DELEGATED TO COME. An outside entity, the Spanish government, a non participant in the Social Forum as defined in the Porto Allegre Charter, i.e. a forum of grassroots and popular organizations, without any involvement of State’s agencies, political parties. The Spanish government had no right to delegate anyone to come.
