Well you're right in general. The EU doesn't tend to put the foot down too often with the Palestinians, perhaps because it sees itself as a counterbalance to the US's overt support for the Israeli side which is let's face it, overwhelmingly dominent in terms of being able to enact its own policy there. But the EU does condemn all violence, doesn't talk or allow funding to Hamas (or any Palestinian organisation that refutes Israel's right to exist), and it financially supported the PA, once it embraced negotiations over violence.
