Within the Green line, law and order prevails and usually no one builds illegally because the structure will surely be demolished. The problem is confined to the Wild West (Bank), where the settlers do what they please with public land and even private Arab land. As far as East Jerusalem, the Supreme Court is obligated to follow Israeli law, so it acts there as if the area was Israeli, no matter what international law might say. It has no choice but to treat illegal Arab building as illegal building in West Jerusalem. The only restraint there can be applied by the Israeli government for diplomatic reasons.
