For some reason my previous post was not published. In 2000, Israel proposed to Syria ceding of Golan Heights and retreat to the international border, which is line, demarkated by San Remo conference in 1922 and which was changed in 1923 by bi-lateral agreement between colonial powers, England and France. According to this agreement, England ceded Golan Heights, originally within the British mandate, to French mandate over Syria. This line is the only internationally recognized border between Israel and Syria and Kinneret Lake is within this line, it is wholly internal Israeli lake. Assad, however, demanded Israel's retreat to 1949 truce line (not an international border) which would give Syria eastern shore of Kinneret, which Syria captured in 1948-1949. This claim is illegitime, because there's internationally recognized border between Israel and Syria.
