Do you have any data to back it? In international tests (Pisa 2003) schoolchildren from countries like Poland or Czech Republic do as well as students from wealthy, western countries and usually better than the Americans. Maybe it's different in the older generation, but it's not like there is no problem with functional illiteracy in the West...so without empirical data such statements are really meaningless.
