#2 - Don't be so cynical. This is a sign of progress and there is no direct reason to think the Palestinian Security forces had any role in provoking the suicide bomber to begin with. This alone should act as a deterrence for domestic violence and build confidence in Palestinian institutions. #3 - You should be even less certain this what would happen if Israel pulled out of the West Bank. Palestinian institutions are very rudimentary at this stage and we saw what chaos emerged when Israel unilaterally withdrew from Gaza. I think this is a sign of incremental progress, and hopefully something that will catalyze real change. I am very skeptical that a diplomatic peace agreement is possible until the Palestinians are gradually able to build the infrastructure for a state.
