Israel cannot make peace with the enemy unless enemy is willing to make peace with Israel. Harel's article asserts that Hamas does not want to make peace with the enemy and Abbas is irrelevant for the reason that majoriy of Palestinians support Hamas, e. i. don't want to make peace with their enemy. Once again: your quote is falacy unless you apply it to BOTH sides.
