Israelis elected Ariel Sharon, a man that much of the world considered a war criminal. They also elected Yitzak Shamir, a man who was a wanted "terrorist". Israelis also continue to elect governments that violate international and humanitarian law on a daily basis, all the while colonizing Palestinian land. Therefore, according to your logic, wouldn't the world be justified in imposing "collective punishment" - which is explicitly forbidden by international law - on Israelis? According to your logic, wouldn't the world be justified in slowly starving Israeli children (or putting them on "a diet", in the words of Dov Weisglass on the Gaza siege)? Or, as I suspect, do you believe that Palestinians should be held to different standards than Israelis?
