You'd be surprised how much people support their dictators. There was a joke in (real, not Borat's) Kazakhstan about Churchill, Roosevelt and Stalin talking about people's loyalty. Churchill said, I'd pay everybody in my country a hundred pounds (considered a huge amount of money back then), and buy their loyalty. Roosevelt said, I'd pay everybody two times that much, and have two times that loyalty. Stalin said, losers, see the Daddy in action. He feeded ten hens, and the birds walked away, taking no interest in their feeder. Then Stalin unfeathered next ten hens, and dropped a corn now and then, and the hens pressed themselves to his legs, for it was cold out there, and waited with their pecks up that he'd drop some more corns. "If you'd feed your nation they'd feel strong even without you, and be loyal only if they want to. But take away all they have and give back only what is needed for survival, and they'll see you as their savor and only hope."
