Hello again, Cipora, 1. The proposed legislation certainly applies to all MKs; but Arab MKs would likely be most affected by it, and it is the right-wing (with not an Arab MK in the lot) backing it. Proposed legislation must be evaluated in part on the basis of whom it would most likely affect; if the effect is severely discriminatory, I would argue it is also undemocratic in nature. 2. Democracy can be very messy. Yes, the executive is empowered to conduct negociations and propose treaties with foreign powers; but members of the legislature in mature democracies are free to visit other nations -even hostile ones - to discuss matters of mutual interest with their officials. The executive often is unhappy with these activities, but such is the nature of democracy. Kind regards.
