The thing is, Mr. Buzaglo, that Sephardic institutions will never want Ashkenazim and will never think to include them in this way. All Sephardic institutions are for "Sephardim only" whereas Ashkenazi institutions are for "everyone", even if they impose their own rules on "everyone". If you will see Sephardic institutions try to attract all Jews, not just Sephardim, and take the attitude that they are for "all Jews", I think you will see something amazing start to happnen.
