"Before the first Intifada, where were the separation barriers and Israeli only roads?" Before 1967, where were the settlers? We can play this chicken and egg game for thousands of years. If we are asking about civil rights of Jewish settlers in a Palestinian State, we will have made excellent progress toward a bilateral peace agreement. We are also going well beyond anything Israel has done; after 61 years there is still no Israeli Consitution or Israeli Bill of Rights.
