Territory only. Since they never got to a serious discussion on the right of return, of course Arafat continued with his initial position. But that was not the reason for the failure. As far as the reason for the Camp David failure, Ross blames Arafat, but for territorial reasons. I happen to blame Clinton, for not conducting a real summit. I can't argue with you.
