They are the Quartet's terms, because the Quartet has stipulated that previous agreements and UNSC resolutions must be observed, including the roadmap. These documents determine (a) the Green Line as the STARTING point for negotiations and (b) Israeli settlement building must halt. Shaath should be underlining that the PA agrees with the Quartet's provisos, not painting them as Palestinian demands. The central problem as always is that the USA is determinedly preventing the Quartet from being resolute on these points, so that its Jewish ally doesn't have to take any hard decisions or give anything away at all. If all international law and decisions are to be swept into the bin, there is no point the PA even entering the room. Israel may be ready to talk for the sake of PR but it is no more ready or willing to negotiate than at any other time or to give up its Greater Israel quest.
