Any settlers who remain in the West Bank under Palestinian rule could get citizenship in The Holy Land. All refugees could get citizenship in The Holy Land but settle only in Palestine. United Jerusalem would be the capital of The Holy Land, but East Jerusalem would be the capital of Palestine. This helps solve the issue of refugees, borders, and religious settlers. It also recognizes that Palestinians have a historic attachment to Israel and that Jews have a historic attachment to the West Bank.
