    It occurred to me when I first read this that one might propose a thought experiment. What would have happened in 1938 had the German General Staff believed that Czechoslovakia an Atomic Bomb? Would there have been a Sudeten crisis. Had they believed Poland had an Atomic Bomb in 1939 would WWII have started? Before the Iraq War II started I expressed the view that Saddam did not have any Weapons of Mass Destruction based on my reading of open sources. When asked why he was so resistant then to inspections to show he didn;t have them I replied "look at the neighborhood."
