i.e. fully "naturalized" Jewish citizens, not non-Jewish alien residents (Ger Toshav). In fact, the Torah's attitude is that when the laws of Ger Toshav are in effect, a non-Jew is not even allowed to pass through Israel without coming in front of a Jewish court and accepting the seven Noahide commandments. You may have points to make about how our modern state should relate to the Arabs, but don't claim that this is the Torah's ideal.
