    FIrst of all Turkey will be a weak enforcer to its west, to its north the Russians will never enforce it because their economies in the region are intertwined and to its east Afghanistan is completely open. Iran is in a position of strength, they can undermine the American efforts in Iraq and Afghanistan, they are after all not only Muslim, but FROM that region, unlike the Americas and if the Russians do not play the game, the Iranians can always indirectly support the Muslim south of Russia, which border, in part, Iran via the black sea.
