Iran and Syria are allies, both sanctioned by the west and both targetted for "regime change" by the west. There is nothing remarkable about Iran helping Syria with a triffling billion dollars. What I do find remarkable is that America gives Israel many billions every year, which, in effect, subsidizes Israeli settlement expansion. The remarkable part is that America objects to Israeli settlements and yet they help pay for them. I find that remarkable. That's my story.
