It should be obvious and go without saying that treaties remain treaties when there is a democratic change of government. It's like the protection of minorities: one of the basics of democracy which doesn't just mean 51% of the people (who vote) take all. It also shows why it is better to make peace with a democratic government, one of the reasons Condoleeza wanted elections in Gaza. It would have been good to exploit that better.
