If very sophisticated explosives are involved, yes, there must be a source. But for random killings, there doesn't have to be any central authority or foreign involvement. We've seen too many attacks on Jews in the US that were conducted by "lone wolves" using readily available weapons. Some of the very worst bombings, e.g. computer building at University of Wisconsin, Federal Building in Oklahoma, were committed by use of readily available explosives by amateurs not connected by anybody..
