This appears to be a fallback position now that the White House has admitted they don't actually have any evidence Assad was responsible for the chemical weapons attack. But if you think about it, this story is just as absurd, because if Assad has set a policy of not using chemical weapons, how would the Syrian soldiers get them. Every nation with chemical weapons keep them under tight control, and Assad would be extra careful lest the hired mercenaries obtain them. So it is not like a Syrian soldier can just walk up to the supply depot and say "Give of a six-pack of Sarin."
