It agreed to their release when Israel signed the Wye River Memorandum, and it did so again when it signed the Sharm El Sheikh Memorandum. Israel has, indeed, agreed three times to release these prisoners, and they are still in prison. So what "message" is that sending to the world, other than that Israel doesn't live up to its agreements?
