The Mohammad al-Dura video is more notable for its rarity than its content. The IDF has killed a number of journalists and film makers in their attacks. Admittedly, a shooting action has always been a dangerous place to be for a journalist, but Israel has taken the high risk occupation and made it certain death. This is the only real way they can keep journalists and film makers away from IDF actions. This is also why you never see photos or video of the IDF in action in Israeli media outlets, unless it is footage made by the IDF and released to the media by them.
