The first sentence of the Foreign Policy article reeks of fraud "In mid-July 1964, the State Department and the CIA sent a joint message asking the U.S. embassies in Argentina and Israel to check out an unverified intelligence report.". No matter how you look at it the fraud comes out looking like a pointless effort, an attempt by someone in Tel Aviv to look busy. The people that matter do not care one way or another who has nukes and who has bluffs. Israel's situation is beyond desperate.
