    Yes, the whole idea of this purchase from Russian point of view is to try to learn from the more advanced israeli technology and they are willing to pay 400M$ which is quite a pretty penny. Israelis are willing to sell this technology because it will take quite a lot of time and efforts for Russians to learn and copy it, meanwhile israeli industies are developing more advanced drones technology. This industry is so fast-developing and volatile that you can't hope to just copy other's products - you will always be left behind if you play like this.
