    Political flip flopping means you change your positions regarding an issue either due to gaining new information or out of expediency. Here none of it obtains. tThe so called flip flopping is a tool of maintaining a core poilcy and doing a snow job on the rest of the world. The core policy is to prevent the ceration of a Palestinian state that is one which is poitically and economically viable. In order to do implement that goal, endless talking, pseudo negotiations and sham conferences must be on going. When Israel is asked to show its hand she switches to a diferrent card game and so on. The West goes along with this charade. The Palestinians know exactly what is happening but are powerless. Their frustrations are taken on each other and occasionally by firing Kassams. This is not a rocket science(sorry for the pun).
