I just read the article, and about Eli Yishai's statement that what's going on here is blatant anti-antisemitism. First off, this is an internal issue between citizens, all of which are Jewish. Since that's the common denominator, religion must be taken out of it and the bare facts of the situation need to be addressed- there is a group of people in society who dwell off of the handouts of the government, which ride upon the backs of the rest of the working population. It's like welfare, but for a different sector of society that is actually capable of becoming a part of the society within which they live, instead of continuing to hole themselves up in their shtetl like neighborhoods. Are they ticks? Perhaps. Was Micky Levy wrong in calling them ticks on their own radio station? probably. Does this make it less of a serious issue that needs to be addressed among the Haredi population? Absolutely not.
