Kerry and Blairs Middle East Quartet are trying with megaprojects to stimulate the Israeli economy. The priority however should be to change the situation on the ground in terms of stopping settlers from harrassing Palestinian farmers, of ensuring access to water and a fair distribution of water between Israel and Palestine, of stopping continuous land grab and settlements, of facilitating the free movement of people and goods. This is what they should be engaged with. Then the economic situation would improve drastically.
