This has pretty much been known by outside observers for quite some time - and it's definitely optimistic to see someone from the IDF with the courage and integrity to challenge it... - Comment - Israel News | Haaretz Daily Newspaper

The IDF's SOP of covering up, smoothing over, token sentences, and otherwise providing its soldiers with impunity from any consequences for their actions must END! It's THAT impunity that has led to the general disregard rules of conduct and lack of human empathy that permeates the IDF today. But in order for that to be accomplished, accountability has to be objectively and strictly enforced from the defense minister's office to the chief of staff, and down the chain of command...while responsibility must invariably be assigned UP the chain of command from the bottom. Whether an IDF guideline is ignored by one soldier, or by a squad, the responsibility for that failure lies at every level command - for failing to hold their subordinates accountable for the enforcement of those guidelines. The ultimate responsiblity lies with chief of staff, and the defense minister. And finally, the individuals who do not abide by IDF guidelines, and the officers that have knowingly allowed for it, need to be held prosecuted to the fullest extent of military and civilian law, whichever is applicable.
