There is nothing new in Meshal statement. This has long been Hamas position (since it was first formed in fact). Any writer on Hamas (see Hroub for example) outlines that Hamas has a historical and interim solution regarding Palestine/Israel. The historical solution is that all of historic Palestine needs to be free. The interim solution allows for the hudna (ceasefire), rather than a peace treaty with Israel, as a hudna is allowed under Islamic law. A hudna recognise that the Israeli state is a reality, however, it does not recognise Israel's "right to exist". By recognisnig Israel's "right to exist", you negate the rights of Palestinians including the right of Palestinian refugees to return, the rights of Palestinians to their homeland and you accept Israel's right to steal land and occupy historic Palestine.
