This was the initial position of UN res 181 for the partition of Palestine. Here, Jerusalem was given status Corpus separatum, meaning neither Jewish nor Palestinian control. Instead, Jerusalem would be a special international zone administered by the UN. Initially, the Arab states were against it. Now, Israel is against it. Go figure.
