    If they are willing to give up their bid for UN membership thats one thing and for it they can have their money but if all we are talking about is applying for membership of UN agencies which they wouldn't be granted membership of anyway because the US would cut finding to any UN agency giving the palestinians membership. UNESCO has lost a fifth of its annual budget and had to cancel all sorts of programs because they granted the palestinians membership. Other agencies face the same fate as UNESCO because US law bans the funding of any UN agency that grants membership to palestinians so Abbas has been warned off anyway that if he wants to save face don't even apply. Abbas has been warned off not to apply and so now to get money he is trying to sell the idea of it being a grand gesture made by him not to apply for membership. Israel has withheld money not because of their desire to join UNESCO but because of the plan to apply for UN membership and so far Abbas has not dropped his plan to go to the UN General Assembly to demand statehood so why should he be given the money?
