It's not just that the IRGC and military control most of the weapons (gun ownership in Iran is lower than in Israel), and use extrajudicial murder and torture with impunity. The bigger problem is that the majority of Iranians are content being ruled over by sadah (sayyids), the black turban-wearing hereditary caste of Arabs claiming descent from the Quraysh. Iran has no concept of a national interest - its language and Pahlavi script were wholly subsumed by Arabic, and Persian achievements under Arab subjugation were whitewashed as "Islamic civilization." Iranians have been occupied by foreigners (Arabs) for so long that the Arab cause looks like the Iranian cause, and vice versa. Nothing will change unless Iran parts with Islam itself, and consequently, with the basis for Arab supremacy and governance over the nation.
