They seem to be more than just a few bad rogues too. It's hard to help believing that most settlers turn a willing blind eye to the terrorists among them. Apologies and restitution are in order. and maybe a little criticism for a government who speaks out against these acts, then punishes with a velvet whip, on the rare occasion when they find a responsible party.
