In the West Bank the IDF rules, not the police, and commanders can issue much more stringent orders (which are probably in effect for years already). The police is probably afraid of the Israeli Arab community's sympathetic reaction, and the problem is that one cannot issue laws that apply only to Israeli Arabs and not to all Israelis. But the fact is that these changes in the law are rather small, so just do it. Jewish criminals will also suffer a bit, but the country as a whole already suffers because of the occupation.
